Manchester by the Sea Police Hiring Full Time Officer
IMMEDIATE OPENING
The Town of Manchester by-the Sea is bordered by Beverly, Gloucester, Hamilton and Wenham. The population is about 6,000, but can swell to over 12,000 during the summer months. Manchester by-the-Sea is a picturesque New England coastal community. Manchester has over nine miles of coastal shoreline and is home to Singing Beach.
The Manchester by-the Sea Police Department is an accredited police department comprised of 14 full-time sworn personnel and 15 part-time sworn personnel. The department is led by the Chief of Police. Under his command are (1) lieutenant, (3) sergeants, (8) patrol officers and (1) detective. We have (3) civilian dispatchers, (1) animal control officer and (1) executive assistant.
During this recruitment drive we are expecting to fill at least (1) full-time position with someone who has already attended and graduated from a MPTC Approved Full Time Academy.
The Manchester by-the Sea Police Department is a 24-hour, 7-day a week operating Department. Officers may be assigned to any of the duty shifts following a four days on two days off rotating schedule. This position is also subject to mandatory overtime under certain circumstances. Holiday and weekend work is required. This position would require the incumbent to respond during emergency conditions and as such, all officers may be called back for assignment.
DUTIES
A police officer works under supervision to perform law enforcement duties, protecting life, property, and the civil rights of individuals. Primary duties include: patrolling; interacting with citizens to provide service and render assistance; and preparing and completing records, reports, and other paperwork documenting incidents for use in prosecution. A police officer is dispatched to crime and emergency scenes in response to reported violations, accidents, domestic disputes and abuses, and other incidents; carries out crime scene duties; makes arrests; performs search and seizure; conducts investigations; and interviews witnesses, suspects, and complainants.
SALARY
As of July 1, 2019, the current starting salary for a full-time academy trained step 1 patrol officer is $56,871.88. The salary for a step 3 patrol officer is $62,184.20 these figures do not include shift differential, EMT/Paramedic pay, or educational incentive.
REQUIREMENTS FOR POLICE OFFICER:
EDUCATION/EXPERIENCE REQUIREMENT
As of the date of appointment, applicants must have either:
- A high school diploma or equivalency certificate approved by the Massachusetts Department of Education OR
- three years experience in the armed forces of the United States with last release or discharge under honorable conditions.
AGE REQUIREMENT
As of the posting of this notice, applicants must be at least 21 years of age on or before January 13, 2020.
REQUIRED SKILLS
Full-time MPTC approved Police Academy.
Manchester by-the-Sea PD requires all full-time police officers to be a certified Emergency Medical Technician (EMT) as a condition of employment. Those not currently EMT certified may request a waiver to be allowed up to one year to obtain certification.
PREFERRED SKILLS
A degree from an accredited college and proficiency with Microsoft Office is preferred.
MEDICAL AND PSYCHOLOGICAL EXAM
Candidates must pass both a medical examination and a psychological evaluation before appointment.
SMOKING PROHIBITION
In accordance with MGL, Chapter 41, Section 101A, candidates hired are prohibited from smoking tobacco products at the time of and after appointment.
CHARACTER
No person who has been convicted of a felony shall be appointed as a police officer. A candidate may be disqualified for evidence of character clearly unsuited for police services. Conditional offer of employment includes a comprehensive background check as part of the selection process.
FIREARMS PERMIT
A candidate may need to obtain a valid firearms permit to qualify to be a police officer in Massachusetts.
DRIVER’S LICENSE
A candidate must have a valid Massachusetts motor vehicle operator’s license before appointment.

The Town of Manchester-by-the-Sea seeks qualified, highly motivated applicants for a seasonal Parking Enforcement Officer from May 18, 2020 to October 11, 2020.
The ability to function in a fast-paced environment, as well as the ability to multitask is a must. Candidates must also have the highest integrity, excellent written and oral communication skills, and the ability to solve problems quickly in high stress situations.
The Parking Enforcement Officer will be responsible for enforcing all current and new parking restrictions in the Town of Manchester by-the-Sea and will be required to work weekends and holidays during this time period. Candidates must be at least 18 years of age and possess a valid Massachusetts driver’s license. Candidates will be required to complete and pass a certified American Heart Association C.P.R. class and pass an extensive background investigation.

Manchester Police Assisting WWII Heroes to Reunite after 74 years.
Eric J. Roberts and Andrea L. Reeves, producers of the documentary series HONOR FLIGHT HEROES airing on Discovery Networks’ AMERICAN HEROES CHANNEL (formerly The Military Channel), are reuniting two WWII vets that served together in the 96th Division “Deadeyes” during the Battle of Okinawa and capturing it on camera for a future program. PFC Harold Stryker, recipient of the Purple Heart, and Vincent “Vin” Terrill, Staff Sergeant and Company Radio Operator, last saw each other in July 1945. Vin Terrill is a Manchester by the Sea resident.
Each presumed the other dead until Terrill’s dear friend, Susan Martineau of Syracuse, NY, saw Stryker featured on the HONOR FLIGHT HEROES television program and knew Terrill had spoken of their service together frequently. Martineau reached out to the producers and confirmed that this was indeed the Harold Stryker that Vincent Terrill met initially in basic training at Camp Wheeler, Georgia and continued side-by-side until the Battle of Okinawa ended.
Roberts and Reeves decided immediately that this was worth a special edition of the HONOR FLIGHT HEROES program and plans were put into motion to bring Stryker and Terrill together for a reunion and series of interviews about their service together as quickly as possible.
Stryker, 95, and Terrill, 93, have not even spoken by phone prior to the planned reunion this weekend. This will be literally be the first communication either veteran has shared since 1945 when they parted after courageously serving their country.
The 96th Division suffered more casualties than any other unit during the Battle of Okinawa, one of the bloodiest waged during World War II.
Manchester by the Sea Police will be providing a police escort for PFC Harold Stryker as he arrives in Town tomorrow from New York.
